Why are we importing oil when north Dakota has more then Iraq and Iran combined ?

Because we have trade agreements with other countries; not to mention other binding contracts as well as financial investments in stocks and bonds, mutual funds, etc. in foreign companies. In addition, foreign investors from those countries that buy our sovereign debt and front money for financing domestic initiatives.
