Is a Tetra Whisper filter too strong for a betta fish?

I just moved my betta into a five gallon MiniBow aquarium. It came with a filter, by Tetra, called a Whisper filter. Will this filter be too strong for him? He's used to completely still water, he was in a one gallon bowl with no filter before I bought this tank.
