How to get rid of dark circles under my eyes?

Okay so I'm a 13 year old girl with dark circles under her eyes. Foundation doesn't work, it might make it a little better but in the end it just gets cakey and shows all the smile lines, even if i use liquid or powder. The reason isn't because of lack of sleep because i've had them for a long time (years). I think it is hereditary because I my dad has thin skin under his eyes too but it doesn't show as much on him. I think the thin skin shows the color more and i don't want to get surgery just to fix it! A guy at school asked if i got punched in the eye! D: Help!
